Consultancy for Development of a 3-Day Orientation Manual for Local-Level
Stakeholders on the National Strategy and Implementation Action Plan 2082 for
Ending Child Marriage
Background
Jagriti Child and Youth Concern Nepal (Jcycn) has been actively working to empower adolescents
and youth, particularly girls, and to promote their rights through advocacy, leadership
development, and community engagement. Under its Girls Empowerment Program, Jcycn focuses
on strengthening the capacity of adolescent girls as peer educators and change agents in their
communities.
With the support of KANALLAN, Jcycn is implementing the Girls Empowerment Program
in Madhyebindu Municipality, Nawalpur. One of the key thematic priorities of the program is
addressing harmful practices such as child marriage through awareness, advocacy, and stakeholder
engagement.
In line with the National Strategy and Implementation Action Plan 2082 for Ending Child
Marriage, Jcycn aims to orient key stakeholders including local government representatives,
service providers, teachers, community leaders, and adolescents on the strategy and its
implementation.
To ensure effective and standardized delivery of this orientation, Jcycn seeks to hire a qualified
consultant to develop a comprehensive 3 days orientation manual/guidelines tailored to the local
context.
Objective
The overall objective of this consultancy is:
- To develop a comprehensive, practical, and user-friendly 3 days orientation
manual/guidelines on the National Strategy and Implementation Action Plan 2082 for Ending Child Marriage, tailored for stakeholders at the local level.
Specific Objectives
- To simplify and contextualize the national strategy and implementation plan for local stakeholders.
- To design a structured 3 days orientation package with session plans, methodologies, and materials.
- To integrate participatory, gender-sensitive, and child-friendly approaches.
- To strengthen stakeholders’ understanding and capacity for effective implementation and advocacy.
Scope of Work
The consultant will be responsible for:
Review and Analysis
- Review the National Strategy and Implementation Action Plan 2082 for Ending Child Marriage.
- Review relevant policies, laws, and existing training materials related to child marriage and child protection in Nepal.
Development of Orientation Manual/Guidelines
- Develop a 3 days structured orientation manual in Nepali language, including:
o Clear objectives for each day and session
o Session-wise facilitation plans
o Participatory tools
o Key messages aligned with the national strategy
o Contextual examples from local communities
o Integration of gender equality, social inclusion, and child rights perspectives
Content Areas to be Covered
- Overview of child marriage: trends, causes, consequences
- Legal and policy framework in Nepal
- Detailed overview of the National Strategy (2082)
- Roles and responsibilities of stakeholders
- Implementation mechanisms at local level
- Monitoring, reporting, and accountability
- Advocacy and community engagement strategies
- Role of adolescents and youth (especially girls) as change agents
Validation and Finalization
- Present draft manual to Jcycn for feedback
- Incorporate inputs and finalize the document
Expected Deliverables
- Inception Report outlining approach, methodology, and timeline
- Draft 3 days Orientation Manual/Guidelines (in Nepali)
- Final Manual incorporating feedback from Jcycn
- Facilitator friendly version with tools, templates, and session guidance
Qualifications and Experience
For Individual Consultant:
- Education: Master’s degree in Social Work, Sociology, Development Studies, Gender Studies, or related field
- Experience:
o Minimum 5 years of experience in child rights, gender, or social development
o Proven experience in developing training manuals/guidelines
o Strong understanding of child marriage issues in Nepal
- Competencies:
- o Strong analytical and writing skills (Nepali and English)
o Experience in participatory training design
o Ability to contextualize national policies into local-level materials
For Consulting Firm:
- Minimum 5 years of relevant experience in social development, policy advocacy, and
training material development
- A qualified team with expertise in child rights, gender, and training design
- Proven experience delivering high-quality manuals and research-based outputs
Contract Duration and Supervision
- The consultant will work under the supervision of Jcycn.
- The assignment is expected to be completed within 20–25 days from the date of contract signing.
Timeline and Budget
- The consultant must complete the assignment within the agreed timeframe.
- Interested applicants must submit a detailed financial proposal, including breakdown of costs.
