  1. Background

Jagriti Child and Youth Concern Nepal (JCYCN), in collaboration with the National Youth Council (NYC) and with support from the British Council Nepal, is implementing the project “Sub-national Dialogues on Nepal’s Youth Strategy.” The project aims to strengthen youth ownership of the National Youth Policy 2082, institutionalize inclusive youth participation mechanisms, and generate evidence-based recommendations to inform Nepal’s forthcoming Youth Vision.

To ensure high-quality policy dialogue, technical rigor, and meaningful youth engagement, Jcycn will engage a qualified Technical Expert with strong expertise in youth policy, governance, and Gender Equality, Disability, and Social Inclusion (GEDSI).

 

  1. Objective of the Assignment

The objective of this assignment is:

  • To provide technical guidance for effective and youth-centered sub-national policy dialogues
  • To strengthen youth’s understanding and engagement with the National Youth Policy 2082
  • To ensure inclusive participation of young women, marginalized groups, persons with disabilities, and gender minorities
  • To translate dialogue outcomes into clear, actionable policy recommendations for forthcoming youth vision

 

  1. Scope of Work and Responsibilities

The Technical Expert will work closely with Jcycn, NYC, and the British Council Nepal and will be responsible for the following:

 

3.1. Technical Facilitation and Policy Orientation

  • Lead and facilitate policy orientation sessions on the National Youth Policy 2082 and forthcoming Youth Vision during provincial dialogues.
  • Clearly explain policy provisions, principles, priorities, and implementation mechanisms in an accessible and youth-friendly manner.
  • Guide participants through structured policy review and discussion processes.

 

3.2. Support to Provincial Policy Dialogues

  • Provide technical support during provincial dialogues in Gandaki, Madhesh, and Koshi Provinces.
  • Ensure discussions are youth-centered and integrate Gender Equality, Disability, and Social Inclusion (GEDSI) perspectives.
  • Support inclusive participation of young women, marginalized groups, persons with disabilities, Dalits, and gender minorities.

 

3.3. Documentation and Analysis

  • Support structured documentation of dialogue proceedings, key insights, challenges, and recommendations.
  • Analyze inputs from youth and stakeholders to identify cross-cutting themes and priorities.
  • Ensure that youth voices and local realities are accurately reflected in synthesized outputs.

 

3.4. Policy Recommendation and Reporting

  • Translate dialogue outcomes into clear, actionable, and evidence-based policy recommendations.
  • Support the preparation of a consolidated final report aligned with the National Youth Policy 2082 and major recommendation for forthcoming Youth Vision.
  • Provide technical input to the final narrative report as required.

 

3.5. Coordination and Advisory Support

    • Work closely with the project core team and provide ongoing technical advice.
    • Participate in coordination meetings as required.
    • Ensure alignment of project outputs with national youth policy frameworks and priorities.

  1. Policy orientation and facilitation of three provincial dialogues
  2. Structured documentation and analytical inputs from each dialogue
  3. Contribution to a consolidated synthesis report with strategic recommendations
  4. Technical inputs to final narrative reporting

 

  1. Reporting and Supervision

The consultant/ Technical Expert will work under the supervision and guidance of Jcycn. The

contract is expected to be completed within the agreed timeline, as per the scope of work and

deliverables.

 

  1. Qualifications and Experience
  • Education: Master’s degree in Social Work, public policy, social science, or a related field with a strong research background.
  • Work Experience: At least five years of progressive experience in youth policy, governance, advocacy, participatory dialogue facilitation.
  • Competencies:
  • Strong knowledge of the National Youth Policy 2082 and youth governance frameworks in Nepal along with the Youth Vision
  • Proven experience facilitating multi-stakeholder policy dialogues
  • Strong understanding of GEDSI principles and inclusive governance
  • Excellent analytical, facilitation, and report-writing skills

 

  1. Ethical Standards and Compliance

The Technical Expert is expected to:

  • Adhere to Jcycn’s safeguarding, child protection, and anti-corruption policies
  • Promote inclusive, respectful, and safe dialogue spaces
  • Maintain confidentiality and impartiality throughout the assignment

 

8.Timeline

The recruited technical expert will be responsible for preparing a consolidated final synthesis report with strategic recommendations. The final document will be completed and submitted by the third week of February 2026. This comprehensive report will synthesize stakeholder recommendations from all provinces, clearly reflecting youth priorities and integrating Gender Equality, Disability, and Social Inclusion (GEDSI) considerations. The finalized document will be submitted to the National Youth Council, the British Council Nepal, and relevant government authorities to inform the forthcoming Youth Vision and related policy frameworks.
